TIMING OF PROPOSAL SUBMISSION

Most funding agencies set specific deadlines for proposals to be in their offices. A proposal cannot be submitted from the University until the proposal has been reviewed and all necessary signatures have been obtained. Each department/unit and college have their own review and timing requirements; PIs should allow for adequate time on proposal processing. The final signature on all proposals is from the respective Pre-Award office. To expedite the process, the PI should give Pre-Award a copy of any RFP or RFQ as early as possible so the institutional parts of the certifications and review of the terms and conditions can be completed. It is strongly recommended that the PI review any complex proposal with the department/unit administrator and Pre-Award contract and grant administrator several weeks before the proposal deadline. It is also recommended that the PI review the budget with Pre-Award prior to preparing it in final form. This applies especially to complex proposals or multi-year budgets.

The original copy of the final proposal should be submitted to Pre-Award with supporting documentation and approvals a minimum of five working days prior to when the PI needs the approved proposal. In the case where the proposal will be submitted electronically, it is still necessary to process the proposal through Pre-Award at least 5 working days prior to when the PI needs to submit the approved proposal. Proposals being submitted through Grants.gov will require a minimum of ten working days to the Pre-Award office. Complex proposals require a minimum of ten working days for all submissions, hard copy or electronic. The PI is responsible for making the required number of copies for the funding agency, and for submitting the proposal to the agency to meet the deadline. In most cases of electronic proposal submission, Pre-Award will submit the proposal to the funding agency.
