UNM Limited Competition Internal Guidelines

Limited Submissions

A limited submission (LS) program is a program/funding announcement where the sponsor restricts the number of applications or proposals an institution is allowed to submit. The sponsor’s program guidelines place the responsibility of selection on the institution.

UNM Procedures for Limited Competition Submission Requests for Proposals (RFPs)

Procedure A to be used in cases of advance notice RFPs and procedure B to be used in last minute situations.

A. An announcement for a limited competition for funding comes to the attention of Research Development Services (RDS), a unit of the Office of the Vice President for Research and Economic Development (OVPRED) or a faculty member at least several weeks prior to the agency submission deadline. RDS will send out an announcement on the research alert list serve) requesting pre-proposals by a specific date prior to the agency deadline. Upon receipt of those pre-proposals, an ad hoc peer review committee will be convened and they make recommendations to the VPRED. The OVPRED will make the final determination on which proposals go forward. If RDS receives any pre- or full proposals for a limited competition submission after the requested date for pre-proposals, they will not be considered for submission unless RDS did not receive any pre-proposals by the original specified date or received fewer than the number allowed. These proposals will be treated on a first come, first serve basis until the maximum number allowed is reached.

B. A faculty member brings a limited competition submission proposal to RDS that has not previously been announced on the research alert list serve with a deadline date for pre-proposals. If there is at least ten working days prior to the agency deadline, an announcement will be sent out on the list serve and instructions (A) will apply. If there is less than ten working days to the agency deadline, the proposals will be submitted on a first come, first serve basis. If any proposals come in after UNM has reached their maximum number of submissions, those proposals will not be able to be submitted.

Interested investigators should submit their limited competition pre-proposal to limited@unm.edu no later than noon on the day of the internal deadline. Applications should include items noted in the Requirements above, unless otherwise stated.
