NLR –(“No License Required”)
Most exports from the United States do not require a license, and are therefore
exported under the designation “NLR.”
License Exception
If a license is required for your transaction, a license exception may be available.
License Exceptions, and the conditions on their use, are set forth in Part 740
of the EAR.
License
If your item requires a license to be exported, you must apply to either the Bureau
of Security and Industry (BIS) or to the Directorate of Defense Trade Controls (DDTC). If your application is approved, you will receive a license number and
expiration date to use on your export documents.
EAR99 Classification
An EAR99 classification indicates that a particular item is subject to the
Export Administration Regulations (EAR), but it is not listed with a specific
Export Control Classification Number (ECCN) on the Commerce Control List (CCL).
This classification describes the item and the authorization for shipment which
may be "NLR" provided no general prohibitions apply (see Part 736
of the EAR).
A relatively small percentage of total U.S. exports and re-exports require a license from BIS.
License requirements are dependent upon an item's technical characteristics, the
destination, the end-user, and the end-use. You, as the exporter, must determine
whether your export requires a license. When making that determination please
consider the following:
- What are you exporting?
- Where are you exporting?
- Who will receive your item?
- What will your item be used for?
Please note that export licenses can take up to 3-6 months for
review before a final determination is made and a license is issued.
